A specialized oil terminal is an infrastructure designed for storing, processing, and transporting oil products. It includes large tanks for handling, loading, unloading, refining, and storing oil products, as well as transferring them from road or rail tanks to sea tankers, rail, or road transport.
Ukraine ranks first globally, producing 20-24% of the world’s sunflower oil, making its export strategically important. The Kovel Porto terminal infrastructure optimizes logistics, reducing storage and processing costs for oil products. All unloading, refining, storage, and related documentation processes are conducted in one place, making it economically advantageous.
Terminal Capacity
|
Oil storage – up to 5,000 tons |
Oil product transfer up to 1,000 tons per day |
Strategic Location of the Kovel Porto Oil Terminal
The oil terminal is strategically located at the intersection of the Tri-Seas maritime routes between the Adriatic, Baltic, and Black Seas and serves as an important railway hub with both European and Ukrainian tracks (1520 mm and 1435 mm). Another advantage is its proximity to the E37 international highway.
These three factors make the oil terminal accessible for all logistics processes and types of transport. Its location near the industrial park and Kovel Porto’s container and grain terminals allows for integration across various industries related to oil processing and utilization.

Kovel Porto Infrastructure
The oil terminal area, according to the General Plan, is specifically equipped for efficiently performing all necessary operations related to the receipt, storage, processing, and dispatch of oil products. Specialized equipment, modern management systems based on digital software, and integrated cargo movement control with various accounting and logistics systems are utilized.
The terminal’s infrastructure includes a network of roads and a complete set of engineering communications, from electricity and gas supply to water supply and drainage. The staff working at the terminal is qualified and experienced, ensuring smooth, quick, and efficient operational and technical maintenance.
Regarding the infrastructure, it’s important to note the safety measures in place – a network of video surveillance and territorial security has been established, along with the implementation of fire and sanitary safety measures, significantly reducing the risk of product loss or damage.
Inviting Residents and Investors to Develop the Oil Terminal
